Mr. Hipps was born June 4 1955 to John and the late Elsie Allen Hipps in Greensboro NC. Stephen Graduated from California State University ? Northridge and received his Law Degree from Stetson University College of Law. Stephen was an attorney practicing with the Vernis and Bowling Law firm in DeLand. He was a member of 1st Church of Religious Science of Ormond Beach and Orlando Florida Bar Assn. And Tomoka Oaks Country Club where he played Tennis. He enjoyed tennis fishing playing the guitar organ and piano. He also enjoyed singing.
He was preceded in death by his Mother Elsie Allen Hipps. He is survived by his Wife of 28 years Patti A. Risch Hipps his Father: John Hipps of Orlando FL his Brother: John Hipps of Mount Dora FL and his Sister: Kim Van Der Sanden of Orlando FL.
