Robert Kenneth Kinsey was born November 18 1923 in Fort Wayne IN as the first child of Kenneth H. Kinsey and Ethel Holwerda and grew up on a farm in Mentone IN. He died March 30 2013 in Ormond Beach FL.

He served in the US Army Infantry in Northern France Rheinland and Central Europe in 1942-45 mostly in the 39th Signal Construction Battalion 94th Infantry Division and was awarded four medals and citations: American Theater Ribbon; EAME Theater Ribbon with 4 Bronze Stars Good Conduct Medal Meritorious Unit Award and the World War II Victory Medal.

Upon discharge from the military he enrolled in l946 at Indiana University Bloomington IN where he earned his B.A Degree in1949. He continued his studies at Columbia University earning his Masters in Economics in 1954 and his Ph.D. in Economics on January 15 1960. After receiving his Masters degree he began a life-long career with the Federal Government. Over the years through the presidencies of Eisenhower through Carter he worked for the Ways and Means Committee of the US House of Representatives and for the IRS writing tax legislation.

Mr. Kinsey and his wife Elsie Scott bought a condominium in Daytona Beach in l978 to which they retired. They traveled extensively in the US Europe Canada and Asia. They had no children. Elsie predeceased him in 2004.

Mr. Kinsey was a long-time member of St James Episcopal Church Ormond Beach where he was active in the Bible study altar guild and choir.

The Memorial Service will be in the Chapel at St James Episcopal Church 44 South Halifax Drive Ormond Beach Florida at 11:00 A.M Thursday April 18 2013. Arrangements are under the careful direction of Lohman Funeral Home Ormond.
