Joyce was named after her mother by her father upon returning to Clearwater from WWII. A little later, she was given the nickname "Joie" by her mother's friend who was a language arts teacher. All her life, she responded to Joyce, Joy, and Joie! She was born in Clearwater, FL on October 7, 1944, to Joyce Wilcox Shurtleff and William F, Shurtleff. She was a fifth generation Floridian and was proud to have deep family roots in Pinellas County. She moved to Daytona Beach in 1965 when she married Richard B. Rosier. They had two daughters Joyce Elizabeth "Dodie" and Suzanne Ashley "Suzie". In 1992, her family expanded when she married William B. Parks. Prior to moving to Daytona Beach, Joie attended Webber College in Babson Park, FL. In her earlier years in Daytona Beach, she was a member of the Palmetto Club Juniors and the Junior League of Daytona Beach, of which she served as an officer or was on the Active and Sustainers board for many years. She was a member of the Florida Public Relations Association, President of the former Attorney Wives Club, and held offices in the PTA at Lenox Elementary and Warner Christian Academy. Joie volunteered for her daughters' school activities and took pride in being active as a room mother for their classes. These were her most enjoyable and memorable volunteer years. Joie enjoyed volunteering on the Florida International Festival Guild and serving as a hostess for several London Symphony Orchestra events. At various times over the years, she enjoyed volunteering for the March of Dimes, the Easter Seal Center, and the Very Special Arts Committee for Volusia County Schools. She enjoyed her membership at the Highlands Biological Center and Nature Center in Highlands, NC. She was a long-time supporter of the Shriner's Hospital for Children and the St. Jude Children's Research Hospital in Tampa, FL. She was a member of the First United Methodist Church of Ormond Beach and enjoyed volunteering on hospitality committees when she was active there. Joie worked in the Community Relations/Promotion department of The Daytona Beach News-Journal for 15 years. In the 1960's, she worked in Technical Publications at General Electric for the Apollo Support Project. Prior to moving to Daytona Beach, she was employed by the Pinellas County Board of Education in the Superintendent's office.

Interest in her family continued with the births of her grandchildren. She loved spending time with them helping them to discover the beauty of nature. Before moving to Daytona Beach, she enjoyed her family's retreat on Belleair Beach and their house in Highlands, NC. It was great fun to continue these activities by introducing her grandchildren to the miracles of nature such as

hiking in the mountains, going to the beach, planting flowers, fishing, canoeing, swimming, shelling, water skiing, and much more. Joie spent a lot of time participating in and organizing family reunions with her many aunts, uncles, cousins, and their families. Time spent with her family was especially meaningful. She spent much of her time studying genealogy and compiling family history. She enjoyed everything she did and had many projects lined up for the future!

Joie passed away peacefully at home, surrounded by her family, on August 3, 2024, after a long battle with cancer. Joie is survived by her husband of 32 years, William B. "Bill" Parks; her two daughters, Joyce Elizabeth "Dodie" Rosier Goepfert Snodgrass (Paul) and Suzanne Ashley "Suzie" Rosier Wolfe (Daryl); grandchildren Lyndie Goepfert Sabau (Pierre), Connor Wolfe and Caroline Wolfe; granddog Ginger Wolfe; bonus grandchildren Amber, Ashley and Sean Snodgrass. Additionally, she is survived by Bill's daughter Kathleen "Kathy" Parks Carman (Bob), Bill's son Kenneth "Ken" Parks (Debbie); grandchildren Robert "Robbie" Carman, Ryan Carman and Lauren Parks; bonus grandchildren Renee Carman Hall (Steven) and Lindsey Graver. Other survivors include her sister Judith "Judy" Blizard, her niece Melissa "Missy" Blizard Hagler (Charles), her nephew Christopher "Chris" Blizard; great nieces and nephews Jessica Hamilton, Will Blizard, Brooks Blizard, and Ryland Honeycutt; as well as her many wonderful and cherished cousins. A small service will be held on Saturday, August 17, 2024, with visitation at 11am, the service at 12pm, and light refreshments to follow at Lohman Funeral Home, 1423 Bellevue Ave. Daytona Beach, FL 32114. If you wish to do something to honor Joie's memory, please kindly consider planting flowers that will give you some long-lasting joy, that will celebrate the life of someone you care about or honor the memory of a loved one. When you plant a seedling, you are giving an environmental treasure to your children and grandchildren. The family will lay her to rest at the gravesite next to her beloved parents at Sylvan Abbey Memorial Park in Clearwater. A private graveside service will be held at a later date.
