Funeral Services for James (Jim) Lawrence Carlin age 86 who died Saturday Dec. 8 2007 at Florida Hospital Ormond Memorial will be held Thursday December 13th at 11am at Lohman Funeral Home Ormond with Fr. Tim Daly officiating. A visitation will be held from 10-11am preceding the service. A U.S. Diplomat and Refugee Expert for more than four decades Jim was directly and continuously involved in the operational responses by the United States and other governments throughout the world to repeated refugee and migration crises. He began his career as a 21 year old United States Army Officer in command of a reconnaissance troop from Normandy to Leipzig. At 24 he was assigned to the United Nations Relief and Rehabilitation Administration. He worked tirelessly every day to provide a better life for the millions of people forced from their homes because of persecution war or catastrophe. Subsequently he served as the U.S. Deputy Assistant Secretary of State for refugee and Migration Affairs and retired after serving as the Director General of the Intergovernmental Committee for Migration (ICM) in Washington DC where he was very instrumental in refugee/migration legislation. After retirement he published a historical overview of post WWII refugee and migration problems entitled "The Refugee Connection" and enjoyed his many friendships with his Plantation Bay neighbors as well as his family and friends in Geneva. Jim was known by his friends colleagues and family as a warm hearted diplomatic leader who was naturally funny and had a wonderful sense of humor. He met his wife Annemarie in Vienna Switzerland and they enjoyed a marvelous marriage for over 50 years. Their careers enabled them to travel and live in many wonderful places in the US and abroad including Vienna Salzburg Frankfurt and Geneva where they still maintain a home. Born in South Dakota and raised in Minneapolis MN Jim graduated from the University of Minnesota. Jim is survived by family both here and in Europe: his wife of 50 years Annemarie; his sister-in-law Barbara Carlin of Portland OR; and many nieces and nephews including Patty Carlin Fabrikant (Marvin) of Washington DC Mary Carlin Yates (John) of Stuttgart Germany Ted Carlin (Phyllis) of Aviano Italy and Kaye Storhoff (Tom) of Seattle Washington.
